Under the Freedom of Information Act 2000, I would like to request the following information:

1. Statistics about Victims of Trafficking:-

In the period January 2003 – November 2009, how many individuals were identified as victims of human trafficking?

I would like this information broken down into the following categories:

  • year
  • nationality
  • gender
  • age
  • reason for which they were trafficked e.g. sexual exploitation or labour
  • how were they identified
  • what happened to them once they were identified.

2. Prosecutions:-

In the period January 2003 – November 2009, how many people were successfully prosecuted as a result of their involvement in human trafficking?

I would like this information broken down into the following categories:

  • year
  • gender
  • nationality
  • age
  • sentence
  • the offense for which the person was convicted
  • type of trafficking e.g. for sexual exploitation or labour

I have made enquiries with the relevant Department within South Yorkshire Police. They have asked me to pass on the following in relation to your requests relating to victims of trafficking: - 

“Data on victims/potential victims up to 31st March 2009 is not accurate and was recorded more for interest rather than accuracy, however since 1st April 2009 when the NRM was introduced accurate data can be provided, however some clarification of terms is required.  Prior to NRM individuals were classed as victims or potential victims and their progress through the system was very rarely documented.  Since the advent of the NRM an individual is termed 'a referral' until the 'reasonable grounds decision (RG)' (which should be made within 5 days) is made and then the individual is termed a 'potential victim'.  There is a period of 45 days when the 'conclusive grounds decision (CG)' should be made, and if this is positive then the individual is classified as having been 'trafficked' - and at this point deemed to be a victim.

As for what is required I can supply nationality, gender, age and type of exploitation.  As for how identified we do not collate that information, and once they are identified they are referred into the system and their cases are managed either by the UKHTC or UKBA who are designated the 'competent authority'.  We do not trail individual cases but can state what the status of the case is, but this only reflects whether they have positive or negative RG/CG decisions.”
